The percentage of students with disabilities (SWD%) at a school is a starting point, not a verdict. Low numbers can mean strong general education or under-identification. High numbers can mean strong identification practices or that the school serves out-of-district placements. The tier label is a conversation prompt. The real answers come from asking the CST the right questions, in writing, at the right meeting.
